The Requirements

To meet the basic qualification for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship. In addition, to be a good fit for the Environmental Coordinator opportunity, you will have:
  • Environmental management, business administration, or technical degree required. 
  • BS college degree in a major science category preferred.

  • Good communication skills and excellent writing skills.

In general, you will work normal business hours Monday through Friday. You can expect to travel (day trips) to other locations throughout the Hawaiian Islands about twice a month or more. The Role

Reporting directly to the Manager of Health, Environment & Safety (HES), as the Environmental Coordinator, you will be responsible for environmental compliance in air and water regulations for Par Hawaii (i.e. Terminals, Trucking, Single Point Mooring (SPM), Pipelines, Retail and Marketing.) This will include providing compliance recommendations for environmental regulatory and remediation projects. You will represent Par Hawaii in periodic reporting to agencies, outside negotiations, and discussions with governmental environmental regulators. You will also get involved in State regulatory requirements and serve on our Emergency Response team.  

You will join a team of four professionals, and you will focus your efforts primarily on the logistics terminal. You can expect to split your time between air regulations, permitting requirements, etc. (60 percent) and the remainder on the water side of things.  

Your primary purpose and key goals will be to: 
  • Lead Par Hawaii’s efforts to ensure compliance with air & water regulations and such compliance is maintained in an effective and economic manner. 
  • Enhance environmental stewardship by communicating, assessing and training in air & water compliance at the Maui, Sand Island, Hilo 1 & 3, Kawaihae, Molokai, Nawiliwili & Lihue terminals and Retail / Marketing business unit. 
  • Ensure that Par Hawaii terminals, pipelines and retail stations are prepared in the event of a release or environmental emergency by assisting in emergency response, spill response training and documentation. 
  • Conduct quarterly audits on the air & water permits and programs for compliance and work with the management to close any open items or non-compliance issues identified in the audits. 
More specifically, your key accountabilities will be to: 
  • Manage all terminal air & water permits for load racks, storage tanks and vessels, vapor combustion and vapor recovery units. 
  • Collect the monthly product thru put data from each Logistics terminal and input into Federal programs (i.e. Tanks) to ensure compliance, submit renewal air permit applications, monitor product thru puts from logistics terminals to ensure that terminal operational limitation thru puts are within air permit limits, complete semi-annual and annual emission reports, and submit to appropriate agencies with fees. 
  • Be able to manage and work with 3rd party contractor when annual emission reports are due, calculate the fees required and ensure annual reports are submitted in a timely basis. 
  • Collect water samples, submit to laboratories for testing and interpret data for compliance. Input into Federal & State programs (i.e. NPDES, NGPC, NOI, UIC & drywells) to ensure compliance. Submit renewal water permit applications, complete monthly Discharge Monitoring Reports (DMR), semi-annual, annual and/or biennial reports, calculate the fees required on an annual basis. 
  • Ensure that all NPDES water monitoring permits are in compliance with EPA and State of Hawaii Clean Water Branch regulations. Work with facility supervisors to ensure discharge permits are current, water samples are tested, and compliance reports are filed with appropriate agencies and NPDES compliance training of employees are conducted on an annual basis. 
  • Other major areas of work include retail/marketing. Must be knowledgeable in environmental regulations for groundwater monitoring and remediation that impact retail/marketing and logistics operations, including federal, state and local regulations. 
  • Provide recommendations to UST/Waste coordinator, consultants, maintenance and project managers on groundwater remediation projects to ensure compliance. 
  • Periodically train Logistics and retail / marketing facility personnel on air & water compliance programs pertaining to each facility, as required by environmental regulations and best management practices. 
  • Coordinate and participate in regularly scheduled preparedness drills in response to environmental emergencies. • Work with Professional Engineer (PE) and terminal supervisors on updating Spill Prevention Countermeasure Contingency (SPCC) plans for terminals and Retail/Marketing facilities. Ensure that annual compliance training and facility inspections are conducted as written in the SPCC plans. 
  • Maintain organized, accurate and defensible records of Par Hawaii’s compliance for each assigned Logistics and Retail / Marketing operations. Assist Par Hawaii Managers and Supervisors with accurate record keeping. Continuously enhance environmental record keeping through periodic inspections and audits of the facility and retail / marketing records. 
  • Alert Manager of Environmental Health & Safety and the Legal Department upon discovery of situations that may be judged non-compliant with environmental law and regulations or lead to potential liability. 
  • Manage consultants when contracted for environmental monitoring & testing, release responses, investigation projects, and environmental reviews and reports. Must have a good working relationship with the State of Hawaii regulators and leverage in-house and outside expertise where needed to ensure compliance. 
  • Provide relevant information for proposed operations and retail / marketing engineering projects, which may impact existing environmental compliance or trigger environmental permitting issues or concerns through reports, presentations and meetings. 
  • Develop cooperative working relationships with regulatory agencies for permitting, reporting and special projects. 
  • Develop and prepare internal communication of environmental projects or issues as appropriate. 
  • Work with all levels of management, their staff and employees to ensure that all environmental projects are in compliance. 
  • Manage other environmental duties as assigned.
