The Requirements

To meet the basic qualification for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship. In addition, to be a good fit for the Health & Safety Coordinator opportunity, you will have:

  • 3+ years of health & safety experience, preferably in the petroleum and pipeline or other similar industry
  • 3+ years of practical industrial hygiene experience
  • Familiarity with OSHA 1910 regulations, practices, inspections and auditing, as well as DOT CFR 49 and U.S. Coast Guard CFR 33 
  • Some knowledge of environmental regulations regarding air, water and waste
  • Proficient with MS Excel, Outlook and Word
  • A valid driver's license
  • Professional certification is preferred but not required, such as Occupational Health and Safety Technician (OHST) and/or OSHA 501 Train-the-Trainer certification

For the most part, you will work Monday through Friday, from 7:30 AM to 4 PM. However, we'll also look to you to be flexible. Like everyone in Environmental Health & Safety, you will be on call 24x7 for emergencies, although we don't expect calls to be frequent.

You also will need to be willing and able to travel. You'll fly to the outer islands on a regular basis (about 40 trips per year), although these will be day trips. About twice a year you'll travel to the mainland for training and meetings.

Role Overview

Reporting to the Manager, Environmental Health & Safety, you will join a team that also includes a Loss Prevention Coordinator, Air & Water Specialist, and Underground Storage/Hazardous Waste Specialist. You will provide technical health & safety support for the Logistics and Marketing (retail) organizations, and promote a safe work environment by developing and communicating health & safety systems, policies, and procedures.

You'll invest the largest portion of your time supporting terminal and trucking activities. These are all marine terminals and are regulated by Coast Guard, EPA and state agencies. Trucking involves fuel and is subject to DOT and EPA requirements. Of course, you'll also support OSHA compliance across the board. With regard to retail operations, you'll partner with the Loss Prevention Coordinator with OSHA audits and responses.

You will support our proactive approach in two key ways. First, we are always promoting awareness of health & safety, including helping ensure employees are aware of programs and resources. Second, we conduct internal audits to respond to potential issues and ensure we are ready for any audit or inspection before it happens. You'll also support a number of projects and initiatives. Your key objectives will include:
  • Ensuring compliance with company and state/federal safety and health (i.e. OSHA, DOT, & USCG) requirements
  • Delivering employee health and safety training, updating training lesson plans, and conducting safety induction of contractors, drivers, terminal and marine operators
  • Performing worksite inspections and facility OSHA, DOT and USCG audits
  • Conducting industrial hygiene testing and surveys
  • Maintaining occupational health and safety program records
  • Investigating injuries and near-miss incidents
  • Writing and updating OSHA, DOT and USCG regulatory compliance programs
  • Working with procurement regarding contractor ISNet qualifications
  • Acting as Par Hawaii's Marketing & Logistics (M&L) group representative at the Local Emergency Planning Committee (LEPC) for the State of Hawaii and leading the M&L organizations emergency response teams

As Health & Safety Coordinator, you will:
  • Assist terminal supervisors by providing monthly/bi-monthly safety topics and information for their safety meetings; conduct initial compliance and refresher training sessions for employees in health and safety topics as mandated by OSHA, DOT & USCG regulations applicable to the Logistics operations
  • Monitor and review any new OSHA, DOT & USCG regulations that may affect the Logistics and Marketing organizations
  • Conduct industrial hygiene baseline and follow-up surveys for employees exposed to hazardous chemicals (i.e. benzene, total hydrocarbons, naphthalene, etc.) and other hazards and exposures (noise, lighting, etc.)
  • Implement an industrial hygiene program for PAR Hawaii Logistics personnel that includes hazards recognition, evaluation and exposure assessment, hazard control, employee training, audits and recordkeeping
  • Conduct site safety briefings for Logistics new hires (i.e. drivers, terminal, maintenance & marine operators) prior to their commencement on site
  • Provide support and assistance to the Retail / Marketing Safety & Health personnel regarding OSHA regulatory compliance issues, inspections, audits and training
  • Promote continuing health and safety awareness and education among employees by promoting the new Retail / Marketing & Logistics Safety program (TBD)
  • Continue the 'Inspectall' audit program of quarterly worksite inspections and OSHA audits to monitor compliance with established safety work procedures and practices; confirm the completion of all identified open or non-compliance items
  • Review, on a quarterly basis, the work permits (i.e. safe work, hot work, confined space, lockout /tagout, and permit-required confined space) at terminal facilities and identify any discrepancies in the permits; review with the terminal personnel any discrepancies identified and help correct the discrepancies of agreed upon abatement measures for previously identified hazards
  • Maintain Logistics personnel (i.e. Terminal Operators, DOT drivers, DOT Maintenance) occupational health and safety compliance and operational training records
  • Update and file all OSHA inspections and third-party audit records, including the follow-up and documentation of hazard abatement actions resulting from worksite inspections and incident investigations
  • Maintain incident / accident log, investigate and document all injury, property damage and "near miss" incidents occurring at Logistics sites, provide support to all terminal supervisors and help recommend corrective actions for Level 1 and 2 incidents / accidents; investigate all Level 3 incidents/accidents with supervisor and include in the final report a causal analysis
  • Serve in a leadership capacity on the Logistics Emergency Response team and Incident Management Team
  • Provide regulatory compliance support to Retail / Marketing Loss Prevention Coordinator
  • Work with Logistics project managers and Retail / Marketing Loss Prevention Coordinator on JSA and Hot/Safe work permits on major projects; conduct initial and/or participate initial JSA meetings at the beginning of the major project
  • Prepare various forms of written communication including, but not limited to, job safety analyses, safety policies, site-specific safety plans, and continuously updating the Safety Standard Operating Procedures (SSOP) procedures and correspondence
  • Maintain safety video library and regulatory information for safety meetings and sharing amongst terminal supervisors; ensure that emergency response trailer is outfitted and maintained to respond to transportation emergencies (i.e. truck/trailer or semi transport) truck rollovers and spills
  • Assist in the preparation of Safety & Health budgets for assigned areas of responsibility
  • Ensure consistent adherence to company policies and procedures
  • Lead site project teams working on occupational health and safety matters
  • Handle special projects and other duties as assigned
