This role is an Internship Program for Mooring Pilot Observer. It will include the observation of Par Hawaii Pilot Mooring Master for learning purposes only and to meet the required observation trips to qualify to take the exams for USCG Federal First Class Pilotage Endorsement in the local Single Point Mooring (SPM) Terminal area.

You will be responsible for observing tanker mooring/unmooring operations at the SPM Terminal. You'll be in the program for a maximum of 3 years or when you complete your First Class Pilotage Endorsements for Par Hawaii SPM Terminal.  

EDUCATION REQUIREMENT:
  • Bachelor’s degree preferred.

  • Experience as an officer in charge of oil transfers aboard oil tankers.
THE ROLE:
 
  1. Observe and learn as Mooring Master Pilots assist with confirmation of suitability and vetting tankers to conduct operations at the SPM in compliance with Oil Companies International Marine Forum (OCIMF) guidelines, United States Coast Guard (USCG) regulations, Captain of the Port (COTP) requirements and all Company guidelines and operational procedures.
  2. Observe and learn as Mooring Master Pilots works closely with tanker’s agents to coordinate planning of the tanker’s mooring and cargo operation with Refinery.
  3. Observe and learn piloting and ship handling procedures to safely moor tankers of varying sizes and load conditions day or night, to Par SPM accounting for ship's maneuvering characteristics, and local knowledge of the area, and predominant weather and forecasts.
  4. Observe and learn as Mooring Master Pilots recommend expediting operations of tankers calling at the SPM by determining the method of mooring and unmooring and arranging for appropriate equipment and support boats for the mooring operation.
  5. Observe and learn as Mooring Master Pilots observe and advise tanker crew in proper methods to connect and disconnect the mooring.
  6. Observe and learn as Mooring Master Pilots, as the acting designated PIC of oil transfer operations at the SPM, ensure compliance of applicable operations, safety manuals and USCG regulations regarding oil transfers and pollution prevention.
  7. Observe and learn as Mooring Master Pilots oversee and monitor oil transfer operations.
  8. Observe and learn as Mooring Master Pilots act as liaison and expediter between tanker Master and Refinery.  
  9. Observe and learn as Mooring Master Pilots monitor and communicate weather conditions to the tanker Master.
  10. Observe and learn as Mooring Master Pilots promote safety and pollution prevention best practices.
  11. Observe and learn as Mooring Master Pilots act as first responder for emergency or pollution incidents.
  12. Observe and learn as Mooring Master Pilots prepare required notifications and updates.
  13. Observe and learn as Mooring Master Pilots complete and submit incident reports.
  14. Observe and learn as Mooring Master Pilots ensure all relevant documentation is completed, collected and distributed.
  15. Observe and learn as Mooring Master Pilots conduct Tanker Performance Evaluations on a regular basis.
  16. Observe and learn as Mooring Master Pilots assist with loss control issues related to cargo quality and/or quantity.
  17. Attends and participates in departmental safety, operational and administrative meetings.
  18. Participate in emergency drills and exercises.
  19. Observe and learn as Mooring Master Pilots provide marine-related expertise and technical support to the Company.
  20. Observe and learn as Mooring Master Pilots act as Company liaison as needed with USCG on matters related to SPM operations.

  • Ability to squat, kneel, crouch and lift, grab or carry equipment weighing up to 60 pounds with one and/or two hands.
Occasional lying down, crawling, twisting and reaching overhead.

WORK ENVIRONMENT:
  • Must be able to work any day of the week, including weekends and holidays.
  • Working time is spent in the field aboard tankers at the SPM for periods up to twelve consecutive days. 
  • While in the field, work hours generally follow the pattern up to 12-hour shifts.  Sleeping, bathing and dining facilities are provided onboard the tanker. 
Must be available to be On-Call for unscheduled work and emergencies.
