The Requirements

- Knowledge and understanding of DOT 195 compliance requirements
- Experience in DOT liquid pipeline and terminal design and piping fabrication, pipeline and terminal operations, basic pipeline hydraulics, and tank devices preferred.
- Ability to read electrical diagrams.
- Strong computer skills, including MS Office applications, including strong Excel skills and AutoCAD P&ID; SAP experience is preferred.
- Ability to manage a project budget and schedule.
- A strong commitment to safety and environmental guidelines.
- A valid driver's license and insurable driving record.
- Strong interpersonal, verbal and written communication skills.
- Self-discipline and the ability to work independently and as a strong team member.

You will typically work a 7 a.m. to 4 p.m. shift, but should be flexible to meet project demands.
The Role
Opportunity OverviewAs Pipeline Engineer, you will join a team that supports an extensive logistics network in northeastern Wyoming that includes:
- 140+ miles of crude oil gathering systems.
- 40+ miles of refined product pipeline.
- A 6-mile pipeline connecting a jet fuel terminal in Rapid City to Ellsworth Air Force Base.
This is a hands-on, project-based engineering role where you will be exposed to every piece of the midstream and work with stakeholders from internal leadership to external, third-party vendors. You will spend approximately 50% of your time in the office and the other 50% out in the field, including local travel to nearby facilities, such as in Rapid City. You will be focused on engineering and the assessment of engineering, work on projects such as station upgrades, ensure we are in compliance with regulations, lead the integrity line inspection, maintain the DOT integrity management process, refinery R&M projects such as PD pump maintenance and working within the Scada system and more.
Role Details
Reporting to the Logistics Manager, as Pipeline Engineer, you will be responsible for the complete project management of liquid pipeline and terminal capital and expense projects. You will support multiple projects simultaneously within a managed budget and execution schedule, ensuring that project goals are reached and that all work is done safely and meets all compliance requirements while also being profitable, timely and efficient. You will be responsible for all aspects of assigned projects including project scope, estimate, schedule, engineering design, equipment and material selection, project bidding, contractor selection, construction oversight and change management. More specifically, you will:
- Collaborate with affected departments during gated Front-End Loading (Apprise, Select and Define stages where projects are initiated, concepts selected and front-end definitions developed) to vet resource estimates, schedules, business benefits, environmental/health/safety impacts.
- Participate in technical reviews to ensure detailed engineering meets corporate engineering standards.
- Develop project feasibility and economic analysis to determine viability.
- Prepare decision support packages for review and approval by management.
- Monitor and control project performance during Project Execution stage to ensure the project meets agreed quality, cost and time parameters in safe and environmentally sound manner. May have contractor oversight.
- Collaborate with Project Controls on project administration (scheduling, estimating, cost management, schedule management etc.) so that project resources are optimized.
- Conduct productivity analysis to identify and resolve critical variances so that project can achieve established objectives.
- Coordinate with Procurement in development of a contracting plan, including engineering and execution resources.
- Identify risk factors and rank as of level of threat posed to project's success during technical and location-oriented risk assessment. Develops and implements risk response plan to monitor and control risks throughout the project lifecycle.
- Maintain accurate and current project documentation; develop start-up manuals, operating and emergency response procedures, training materials, etc.
